VENDORS WITHOUT EMPLOYEES QUESTION: What about vendors with no employees? Should the board still require workers' compensation insurance? ANSWER. Yes. The State Compensation Insurance Fund (State Fund) will write coverage for a sole proprietor (with no employees). It's called a zero-payroll Workers' Comp policy. We recommend that boards require that sole proprietors obtain coverage. Updated 8/21/2007 | |
