QUESTION: What if a flag is faded or torn? Is the property manager allowed to ask the owner to remove/replace it?

ANSWER: Yes, you can ask that it be removed or replaced. However, if the owner refuses, you do not have a basis for compelling compliance until you adopt flag rules.
