MAKING MINUTES AVAILABLE Draft Minutes. Minutes of the board's meetings, other than executive sessions, must be made available to the membership within 30 days, even if only in draft form (should be stamped "Draft"). Civil Code §1363.05(d) Summary Minutes. In addition to posting minutes on bulletin boards, some associations enclose summary minutes in their monthly billing statements; others post their minutes on their websites. Distribute Upon Request. The minutes, proposed minutes, or summary minutes must be distributed to any member of the association upon request. Associations may charge for copying costs.
