LIENS ON FINES PROHIBITED

Associations are prohibited from including fines (monetary penalties imposed for rules violations) in a lien and may not be characterized nor treated in the CC&Rs as an assessment which may become a lien. However, late charges and interest are allowable. Civil Code §1367.1(e)
