DELIBERATIONS AND FINDINGS

Board Deliberation. Boards should not render their decisions on the spot. They should dismiss the accused and then discuss the matter, including the evidence presented and what penalties, if any, to impose.

Findings in Minutes. The Board must record its decision in the minutes of the meeting. Minutes are accepted by the courts as prima facie evidence of the matter (evidence that would, if uncontested, establish a fact, i.e., the board's decision regarding the violation).
