Gary has
substantial experience representing
homeowners associations in matters
spanning the full spectrum of common
interest development law, including
issues relating to governing document
drafting and enforcement, interpretation
of the Davis-Stirling Act, community
association elections, and board member
duties and responsibilities.
He
currently serves as the Editor in Chief
of Focus Magazine, the bimonthly
publication of the Community Association
Institute’s Greater Los Angeles Chapter,
and is the former Editor in Chief of the
HOA Insider Newsletter.
Gary also
handles association related employment
law matters, including employee handbook
drafting, EEO/discrimination complaints,
employee discipline problems and
workplace privacy issues. He gained
extensive experience with labor law
issues as a hearing officer for the Los
Angeles Civil Service Commission and as
Southern California District Counsel for
a national labor organization.
His
background also includes many years of
appellate work, and the opinions in
seven appellate cases which he has
handled have been certified for
publication by the California Courts of
Appeal. Gary is proud to have served as
a member of both the State Bar of
California’s Committee on Appellate
Courts and the Los Angeles County Bar
Association’s Appellate Courts
Committee.
Additionally, Gary has been selected to
serve as a hearing examiner for the City
of Santa Monica, the Los Angeles Police
Commission, the Orange County Employees
Retirement System, and the San
Bernardino County Employees Retirement
Association. He also has decided cases
as a Judge Pro Tem for the Los Angeles
Municipal Court, and has been a member
of the Los Angeles Superior Court’s
panel of arbitrators and mediators.
Gary
received his bachelor’s degree from the
University of California, Berkeley,
Summa Cum Laude and Phi Beta Kappa. In
1980 he received a Juris Doctor degree
from Loyola University School of Law,
where he was chosen to serve on the
Board of Editors of the Loyola Law
Review. While at Loyola, he was named to
the St. Thomas More Law Honor Society,
and was awarded the Loyola Honorary
Scholarship for Excellence in the Study
of Law as well as The Advocates
Scholarship.
